If it says "crafting material" on it, it can always be sent as long as your bank has space for it. Salvage items are important for crafting as they can be broken down into crafting materials with a salvage kit, but cannot be sent to the bank in the same way.

Bank Access (Permanent or Express) works the same way as the window from the Bank NPC. If you double-click in your Inventory, the game attempts to Use the item; if you double-click in the Bank screen, the item transfers between Inventory and Bank. I have 6 bank tabs, but the guild bank (created pre-HoT) helps a lot with extra materials. For bags, my preferred setup depends if it is WvW character or crafter. Toons that do farming would have the biggest bag slots. Starter backpack/safe box - food+utility/potions, useful bundles/boosters, mining tools. Unid greens/yellows if safe box.
