The ammo you retrieve off of dead bodies is random though so you’ve just gotten unlucky, I think. I think there is a higher chance of ammo drops for the weapon you're using. There's an option to enable when starting so that you can find ammo whenever in the game. Otherwise it defaults to when you find the weapon.
Story wise + emotional impact + character development definitely goes TLOU 1. RE4 Remake gets gameplay and arguably Cinematography goes to RE4 although part 1 Remake can take world building also so that’s a toss up. Pacing goes to both. Antagonist goes to RE4.
